Rajesh Yadav (name changed) juggles two careers at a time. During the day, he works as a production assistant in one of Delhi's animation studios while at night he doubles up as a call center executive.
But his hectic career has not stopped him from pursuing his dream of getting an MCA degree. Last year, he enrolled himself for a course at the Indira Gandhi National Open University (IGNOU). The only problem was finding time to solve the compulsory time bound assignments a set of questions that need to be answered and submitted to the university for his course. His worries were addressed when a friend suggested he drop in at the Raj Book Depot, which gets the assignments done for a certain price. So when the deadline for submission nears, all Yadav does now is visit the nondescript shop located next to the IGNOU campus and purchase his assignments. "Since I do not have the time to do it myself, I don't mind buying it,'' he says in a matter-of-fact manner. He knows that copying assignments can invite action from the anti-malpractices cell of the university but this does not stop him from shelling out Rs 400 for each assignment. He is not the only one. "We sell as many as 300 assignments everyday. The demand goes up especially when the term is nearing completion,'' says Darshan Arora, the proprietor of Mahalaxmi Book Depot.
His is not the only shop that is cashing in on the student's shortage of time for the university's homework. There are 50-odd bookshops at Maidangarhi doing the same business. Available on the counter, at present, are solved papers of the latest assignments of all IGNOU's degree and diploma courses. "You name it, we have it. Hard copy, soft copy, hand-written,'' says Arora. The assignments for the courses introduced this year would take two years to hit the market, he adds. Asked about the issue of copied assignments, Ravi Mohan, chief public relations officer of IGNOU, who has also served as convener of the Malpractices Cell, Government of India, terms it is as a "grave" matter. The open sale of solved assignments for the current academic year, however, has surprised him. A.K. Agarwal, a member of the IGNOU's Malpractices Cell, however, is still waiting for a written complaint to act on. "I have heard about this before but I don't think we have received any written complaint on this,'' he says, adding, "we take prompt action once the matter reaches us". Agarwal might have no clue as to who solves the assignments, but A.K. Jain, the owner of Paras Book Depot at Maidangarhi, sure does. "We have an expert group of old students, all qualified in the subjects they are dealing with. We get them to do the assignments and pay them for that,'' he offers, adding, "they cannot be blamed for that since there is acute unemployment all around". Source- TIE, 24/10/06
