Armed Forces To Have Young Officers, Union Cabinet Give Nod To Upgrade 1896 Posts

In an effort to have a younger officer profile and provide faster career progression, the Union Cabinet on Friday gave the nod to the Defence Ministry's proposal for upgradation of 1,896 posts in the armed forces.

This measure, aimed at having a lean and mean force and improve the combat effectiveness by bringing down the age profile of commanding officers, was part of the Ajay Vikram Singh committee report.

The need for such a revamp was felt in the wake of the Kargil War in 1999, when it was found that the commanding officers of the battalions were older as compared to their counterparts in Pakistan Army and for that matter armies of many advanced countries including Israel and the US. Moreover, most of these officers were stagnating at a particular rank for a long time thereby affecting their efficiency and involvement in the job.

Lt Colonels and Majors form the cutting edge of the Army and do the actual fighting in the rugged terrain, be it Kargil, dense jungles of north-east or the deserts and have to be young and able to handle the stress and rigours of combat.

The first part of the report was implemented in 2004 to provide better career opportunities to officers of the rank of Lieutenant to Lt Colonel. The second part of the report implemented on Friday covered Colonel, Brigadier, Major General and Lt General and their equivalent in the Navy and Air Force.

The upgradation will be carried out in the Army over a period of five years, in the Navy over the next ten years and in the Air Force over a period of five years. The total number of posts to be upgraded will be 1,051 in the Army, 342 in the Navy and 503 in the Air Force.

Of the 1,051 posts in the Army, 20 are at the level of Lieutenant General and equivalent, 75 at Major General and equivalent, 222 at Brigadier and equivalent, and 734 at Colonel and equivalent. The corresponding figures in the Navy will be four at Vice Admiral and equivalent, 14 at Rear Admiral and equivalent, 324 at Commodore, Captain and equivalent. In the Air Force up gradation will take place for six posts at Air Marshal and equivalent, 21 at Air Vice Marshal and equivalent, 61 at Air Commodore and equivalent, 415 at Group Captain and equivalent.

It may be recalled that the Defence Ministry had set up a committee on July 16, 2001 under the chairmanship of Ajay Vikram Singh, the then Special Secretary and later Defence Secretary, with representatives of the three Services with an aim to achieve 'combat effectiveness' by bringing down the age profile of battalion and brigade level commanders.

The committee submitted its report in February 2003 and phase-I of the report focussing on ranks of Lieutenant Colonel and equivalent and below was implemented in December 2004.

Welcoming the decision, IAF chief Air Chief Marshal Fali Major said here that it was a great motivator for officers of the armed forces. As regards the anomalies in the Sixth Pay Commission and the services reservation, he said the Government 'graciously' set up a high level ministerial committee headed by External Affairs Minister Pranab Mukherjee to look into it. He also debunked the claim that the armed forces had set a precedent of so-called indiscipline by going public on the pay commission issue.
