Foreign medical degree holders under scanner

Expressing seri ous concern over the way people obtain medical degrees from abroad, the Delhi high court has recently observed that the educational standard among medicos in the country should be maintained at all costs.

A division bench consisting of Justice Sanjay Kishan Kaul and Justice Mool Chand Garg said, "The registered medical practitioners who practice in India cannot attend to the public without ensuring that they have the requisite level of qualification or the consequences would be disastrous." The court was hearing a slew of petitions filed by a group of medical students who procured medical degrees from an institute in Nepal and were seeking exemption from the screening test to begin practice in India as prescribed by the Medical Council of India (MCI).

The MCI Act 1956 empowers it to conduct a screening test for aspiring medical practitioners who have completed their studies from outside the country.

The court also declined to interfere with the decision of the MCI to provide for such a screening test.

The court said that, "Such students include those who did not fulfil minimum eligibility requirements for admission to medical courses in India. Serious aberrations have been noticed in the standards of medical education in some foreign countries that are not at par with Indian standards."
