NET To Be Retained Compulsory Requirement For appointing Lecturers For PG/UG Level

Those seeking teaching jobs in universities and colleges should now start preparing for National Eligibility Test (NET).

The NET Review Committee constituted in 1998 under the chairmanship of Bhalchandra Mungekar has recommended that NET should be retained as a compulsory requirement for appointment of lecturer for both undergraduate and post graduate level, irrespective of the candidate possessing M Phil or PhD degree.

Not only this, the committee has said that the UGC should devise mechanism to scan the system of awarding M Phil and PhD degrees so that only high standard and quality degree holders get absorbed in the teaching profession.

"Based on the intensive deliberations throughout the country and near unanimity among academics, scientists, administrators, vice-chancellors and potential candidates, most of whom would be teacher and particularly in view of the floodgates being opened for the registration of M Phil and PhD degrees, and consequently making easy entry into teaching profession of such degree holders, the Committee recommends that NET should be retained as a compulsory requirement for appointment of lecturer for UG and PG level, irrespective of candidate possessing M Phil and PhD degrees," reads the report.

The report points out that the UGC should restructure the papers and stipulate that those who apply for Junior Research Fellowship (JRF) should take some compulsory questions for JRF candidates in Paper III.

"UGC National Eligibility Test Bureau may be converted into an independent autonomous institute on the lines of Inter University Centre in order to perform its functions effectively," it adds.

The report was submitted to the UGC and MHRD in August 2007 itself but no decision has been taken on its implementation as yet. Interestingly, the same committee it its interim report (submitted in April 2006) had recommended that those having M Phil and Ph.D degrees may be exempted from NET and the UGC issued notification 'accordingly' within months.

"The National Eligibility Test shall remain the compulsory requirement for appointment as lecturer for those with post graduate degrees. However, the candidates having PhD degree in the concerned subject are exempted from NET for PG level and UG level teaching. The candidates having M Phil degree in the concerned subject are exempted from NET for UG level teaching only," read the UGC notification issued on June 14, 2006.

Sources said that senior Government officials would meet in the first week of June to finalise the matter owing to a court order on the same.

Several academic groups have constantly been opposing this notification stating that such action would lead to the dilution of quality of imparting education. Also records show that enough NET qualified candidates are available in the country.
