Indian Institute of Mass Communication (IIMC) may be upgraded under special Act

After the University Grants Commission (UGC) struck down the `deemed university' route to turn the Indian Institute of Mass Communication (IIMC) into a "global school in journalism," the Union Information & Broadcasting Ministry is planning to bring a "special Act" to meet this XI Five Year Plan goal.
Taking a leaf out of the experience of the National Institute of Fashion Technology -- which in its 20th year of existence got statutory status through the NIFT Act, 2006 -- Ministry officials are now working to upgrade the IIMC into a university under a special Act of Parliament. Educational Consultants India Limited (Ed.CIL) has been asked by the Ministry to draw up the contours for upgradation of the IIMC, for which Planning Commission has set aside Rs. 44 crore in the XI Plan. Its report is expected in January 2009. Though the Plan document calls it a "Global school in Journalism," the Ministry goes further and calls it a "World Media University" with degree giving powers. At present, the IIMC awards only post-graduate diploma, the reason why the UGC struck down the earlier proposal to grant it deemed university status.
Course modules While Ed.CIL has been asked to suggest course modules, including duration, the dominant view of experts consulted by the Ministry was that the restructured IIMC should offer high-end programmes such as post-graduate degrees or Ph.D programmes.
