NKC, UGC tug of war on model of new `world-class' universities

There is a quiet tussle on over the future of the university education system in the country. The tug of war specifically concerns the 16 world class universities that are to be set up during the Eleventh plan period. On one side is the National knowledge Commission (NKC), a high level advisory body to the prime minister and on the other is the University Grants Commission (UGC), the statutory body for coordination, determination and maintenance of standards of university education.

The NKC is unhappy with the UGC's visualisation of the "world class" universities. The NKC argues that the provisions in the Eleventh plan were based on its recommendations and therefore its conceptualisation should be implemented in totality.

The advisory body led by Sam Pitroda has now asked the UGC to incorporate its concerns on some "critical issues" on a revised concept note on world class universities. The "critical issues", the NKC would like to see in the UGC concept relate to curriculum, faculty, student fees, governance and management, and the draft legislation that is required to set up these universities.

In its recommendations on higher education submitted to Prime Minister Manmohan Singh in November 2006, the NKC had suggested that syllabi be revised every year. This, it believed, would help to keep up with changes and developments in various disciplines. It had even suggested that departments which fail to update their syllabus for two consecutive years must be asked for an explanation. It had also suggested that the task of devising "appropriate methodologies for student originated curriculum" should be left to expert academic bodies.

The UGC concept note, on the other hand, states that curriculum must be revised "at least once in three years". The commission also states that failure to keep the curriculum "current and valid" would "automatically entail withholding and stopping funding to the defaulting universities". It leaves it to the universities to monitor the "continuing effectiveness of curriculum and assessment in relation to the intended learning outcomes". The universities would also ensure that "programmes remain current and valid in the light of developments in the disciplines and practices in their application".

Another key area of difference between the two relates to fees. The NKC suggested that the universities be given the autonomy to set student fee levels and tap other sources for generating funds -- industry collaborations, overseas operations, innovative use of university facilities and alumni networks. It also suggested the "principle of needs-blind admissions", which would ensure that the applicants' ability to pay would not affect admission decisions. To ensure that economic deprivation would not deter students, the NKC had suggested that once a student has been admitted, he/she should not lose it due to financial constraints. This would mean setting up scholarships, free-ships, bursaries and awards for economically disadvantaged students. The UGC has said that these world class universities will adopt the fee structure and quantum of fees prescribed by it. However, it has also said that there could be a different fee structure for different types of courses depending on the infrastructure inputs required.

Recently, the UGC organised a brain storming session based on its concept of world class universities. The session included academics, experts, officials from the ministry of human resource development, UGC and the Planning Commission. At the meeting a broad structure was agreed upon. These world class universities, which some would prefer to rename as "national universities" would be unitary varsities with all-India entrance exam and would have an intake of between 10,000 and 12,000 students.ET
