NET Minimum Norm To Become Lecturer: UGC

After first diluting the standards of MPhil and PhD by doing away with the criterion of National Eligibility Test, UGC on Wednesday said NET/State Level Eligibility Test remains the minimum eligibility condition for appointment of lecturers in universities/college and other higher educational institutions.

UGC's latest announcement is bound to create confusion. While it insists that NET/ SLET will be mandatory for teaching jobs in universities/colleges, it also talks of setting up an expert committee to exempt universities that follow UGC's new regulations. But how can a uniform regulation have scope for exemption?

On UGC's latest announcement on Wednesday, chairperson Sukhdeo Thorat said, ``The committee will look into the cases of those who are already doing MPhil/PhD. Those not found eligible will have to take NET.'' Once the regulation is notified, he said, universities across the country will have to make NET/SLET mandatory.

Even in 2006, when the eligibility for NET was exempted on the basis of an interim report by Planning Commission member BL Mungekar, an expert committee was set up to ensure that institutions followed minimum standards. As part of this, from Maharashtra alone, more than 4,000 students were exempted from NET.

Even when Mungekar changed his opinion and gave a final report in 2007 recommending NET as a compulsory criterion, neither HRD ministry nor UGC notified it for more than two years. In the meantime, thousands of students enrolled for MPhil/PhD without clearing NET. The new regulation helps those who completed research and have joined service. It exempts those who are already in service on the basis of MPhil/PhD as they joined service before this notification.

After debating the regulations for more than two years, UGC still leaves it to the universities to lay down the criteria for being recognized as the research supervisor for MPhil/PhD students. A big change is that once the evaluation process is over and degree has been awarded, a soft copy of the thesis will be submitted to the UGC within a month for hosting on the website.
