Hire Teachers For Disabled In Each School: HC

The Delhi High Court on Wednesday asked the Delhi government to appoint special teachers in each school to cater to the needs of differently-abled students.

``Every school must have special educator. We want you to appoint as many regular teachers as needed. They should be appointed on a permanent basis and their salary must be at par with the regular teacher,'' a bench comprising Chief Justice A P Shah and Justice Manmohan said while directing the Delhi government, MCD, NDMC to ensure such special teachers are appointed to teach differently-abled students.

The government, however, assured the court that 50 such teachers have already been appointed and more would be recruited in the coming days. Not satisfied with the reply, the court wanted to know about the steps taken by the government.

``We are not going to be satisfied with your assurance. You have to advertize and appoint teachers in all government schools,'' the bench said. The court's remarks came while hearing a PIL seeking a direction to the government to make schools disabled-friendly.

The petition filed by counsel Ashok Agrawal, alleged differentlyabled students are suffering because of lack of facility and teachers in government schools. The counsel, in his petition, stated that regular schools did not have adequate infrastructure for such students forcing them to study in special schools. The petition also stated that mapping of the children should also be done to know which category they belong to so as to cater to their needs.

Meanwhile, in another case the Delhi HC on Tuesday sought explanation from the Delhi government and its civic agencies over the allegation that they have failed to fill vacancies for Urdu teachers in their schools. A division bench of Chief Justice A P Shah and Justice Manmohan directed the NCT government, MCD and NDMC to file detailed affidavits before the court by July 29 explaining the steps undertaken by them for the appointment of Urdu teachers in schools.

The court passed the order on a PIL filed by NGO Siksha Sewa Samiti, through counsel Mustaq Ahmed, that there were more than 100 vacant posts of teachers for Urdu classes in various schools in the city.

After the government failed to appoint adequate number of Urdu teachers, schools were forced to ask the teachers from other subjects to teach the students, the NGO said. It said there were 110 Urdu schools run by Delhi government and its agencies. However, the appointment of teachers was on contract basis and not on permanent basis.
