Delhi University To Reserve Seats For Dyslexic Students

Students with dyslexia who have harboured the dream of studying in Delhi University can rejoice.
The university has submit- ted before the Delhi High Court that it will reserve seats for dyslexic students from now on for admissions to various aca- demic courses. The number of seats has, however, not been quantified yet. The assurance came follow- ing a court's direction in a six- year-old PIL filed by Disabled Rights Group that has been actively canvassing for this cause. They argued that "dyslexia was a distinct form of disabili- ty" and sought direction to the authorities concerned to extend all benefits, relaxation and con- cessions under the Disability Act to those suffering from the neurological disorder. In 2004, when the PIL was filed, the university had refused to provide reservation con- tending that the Chief Commissioner of Persons with Disability was of the view that dyslexia was not a disability under the Act.
But last year, the commis- sioner's office and the Dire- ctorate General of Health Serv- ices changed its stand and said through an affidavit: "Dyslexia can be considered under the mental retardation category.
"Impairment of skills related to language development on account of arrested or incom- plete development of the mind falls within the definition of men- tal retardation and is a disabil- ity," the authorities had added Following this, a Bench of Acting Chief Justice Madan B. Accordingly, DU was direct- ed through the V-C to take a decision in the matter again. The court took note of the fact that the CBSE has already recognised dyslexia as impair- ment and provides for certain concessions to candidates.
